The Manipulator

FBI Director, Thomas Marsh spawns a plan to manipulate the Presidential Election by using a group of extremists to create havoc on Wall Street. After triggering massive power outages across the country, he purchases Stinger missiles on the black-market with the intention of throwing the airline industry into chaos while making millions in the stock market.
The head of the Security and Exchange Commission dispatches Nathan Foster to the Caribbean to investigate the flow of large amounts of money from the Cayman Islands to a conglomerate in the United States. An unexpected shift in events throws the probe into turmoil when Foster regains consciousness near a deserted wharf, suffering from Amnesia. The memory loss soon escalates into a horrific nightmare. Setting out to determine his identity, he unravels disturbing evidence linking him to a militant network.
When Malcolm Farnsworth, President of the Cayman Stock Exchange, disappears under mysterious circumstances, Foster is the prime suspect. Hacking into Farnsworth’s computer, he discovers the man has been buying and selling stock options for Omar Qassem, a Saudi Arabian connected to the extremists. He also learns that Farnsworth, fearing for his life, has fled to Sao Paulo, Brazil.
Foster tracks Farnsworth to his condo in Sao Paulo, where assassins strike during their meeting. Under heavy gunfire, they escape but are followed to the parking structure of a nearby mall. Farnsworth is killed in the ensuing gun battle, but Foster escapes through the crowded shopping center.
Drawn into this explosive affair is Ashley Sims, who is sent to the Cayman Islands by the FBI to assist the police in their investigation of Farnsworth’s disappearance. Her contact on the island is Interpol Inspector, Wilbur Holmes, who dies under mysterious circumstances.
Foster and Sims join forces, following the trail of laundered money to New York where funds are diverted from Omar Qassem’s stock option account into the coffers of the presidential election campaign. During a stakeout in Central Park, Sims is abducted by one of Qassem’s associates and carried off to a construction site on Ellis Island.
After interrogating Omar Qassem, Foster learns that a major airliner, with hundreds of people aboard, will be destroyed when it flies over Ellis Island.
New York Congressman, Thurmond Montgomery enlists his childhood friend, who is the head of the regional mafia, to help Foster rescue Sims and prevent an airline tragedy.
Moments before two terrorists fire their Stinger missiles, Foster and his men rush onto the roof of the building, emptying the clips of their Uzi’s into the thugs. During the shootout, Sims is whisked off to a horse farm on Long Island. She is shot and severely wounded when she attempts to escape.
A bloody gunfight takes place when Foster finally rescues Sims and rushes her to the emergency unit of a nearby hospital.
Seeking revenge after Marsh secretly reroutes millions from their stock options account, Omar Qassem races to a private airfield in Virginia. Marsh’s attempt to flee the country is foiled when Omar triggers a Stinger missile as the aircraft soars into the clouds. Moments later, the plane disintegrates in a ball of fire over Chesapeake Bay.
Omar, with Foster’s assistance, negotiates a deal with the Justice Department. He testifies against Marsh’s accomplices and is allowed to leave the country with the money the government confiscated from his family’s bank accounts.
The stock option money vanishes from the election campaign and surfaces in a Cayman Island numbered bank account controlled by Sims and Foster.
