Chief David Couper led the Madison (Wisc) Police Department for over twenty years. During this time, the Madison police became a world-class model of democratic policing. During his tenure, Madison officers handled hundreds of public protests and demonstrations with having to resort to violence and they implemented a collaborative, employee and citizen-oriented leadership style that remains in place and a model for police departments today. Since Couper€s retirement, he has continued to be concerned about the growing militarization of our nation€s police, corruption in the ranks of police, and an over-reliance on deadly force to get the job done.
